To add a level or floor in Revit, 

you must first open one of the default elevation points etc  (North, South, East, West).

How to add levels in Revit

Here you will find the default 2 levels,  level 1 and level 2

Now you have to go to datum in architecture teb and select level

How to add floors in Revit

After that above level 2, you need to draw a required levels or floors.

After that set the height of each level

After setting the height, the level or floor add work in your project is complete..

You can do these levels before starting the work on the project or even in the middle of the work.
